If I were forced to hazard a guess, I'd say that the documents recorded a decision made NOT to do something that might have precluded 9-11 from occuring. That would be in keeping with Clintons approach to the International scene re. security. He took no steps that might have been seen as provocative. It would also be in keeping with his basic personality.
