I can claim a whole 7% of Swedish heritage, so I’m good with snow, but still find it a huge PITA!

So, I'm actually lucky. I'm basically on a committee and I don't have to really do the writing (chairperson does that). I used to have to do it when I had a small group of direct reports. Now, I just tell the chair, "tell the motherfucker to get their shit together and make a goddamn contribution", which my chair can translate to, "The committee is concerned that you are failing to make sufficient contributions and wonders if there is an issue of which we are not aware which hinders your performance." (see, I can still do it...I just don't have to).

(Go see my dear X from earlier this AM....LOL....

To be fair, we've got some GREAT people and I have no problem doing their review.
I love telling them, "WOW! You're doing great! So glad to have you" and helping get them good raises.
And when I did do full reviews myself, I really enjoyed meeting with them for it. I would tell them what I saw as positives and get great feedback on what they needed to help them succeed.

There is a possibility I may end up with the "chair" job in the future. But I'm working hard to avoid it by threatening violence against the "higher ups"...(not too often, juuuuussssst often enough that it puts a little doubt in everyone's mind that "maybe he's not the best choice." )
