Now if you could just make Lego man into a more secure pastie type attachment you could pop a nipple though a dress and go out for a wander like that.
Now you will tell me that nipples are illegal in the US or something like that.

Indeed. Sadly, this country is very prudy when it comes to ladies nipples. Although I'm sure I could manage it with the right dress. Not sure I have any at the moment that would work though.

Not mention somebody somewhere would take offense to a "childs" toy on my breasts and it'd be my luck to run across the silly fuckers.

But I was trying to work out a way in which to attach lil legoman to a clamp for wearing out and about, any suggestions?

I was wondering whether you could do it with pleats or darts and just remove a seam and hem it open. Or button hole it.
Get one of those clamps with the 4 screws. Attach Lego man to the ring part. Poke your nipple through the hole and then clamp it so it can't retreat back. People will just think you have a lego brooch or something.

Buttonhole would likely be best as I don't usually wear dresses/tops with pleats or darts. Without a bra they don't sit right on my chest. And I happen to have 2 sets of that type of nipple clamp.

Just have to figure out how to attach him to it. Probably have to glue a bit of him together cus being a lego he pops apart then maybe small jump ring round his neck before glueing... He'd be collared and I'd be clamped! I love it!!!

Probably Loctite all the Lego pieces together, but feed a metal loop through between two pieces before you glue it. That can be your attachment point to the ring clamp. That way lego man is not going to suddenly fall apart and leave you with a clamped nipple standing out of your dress in the middle of the mall and no possible way of getting it back in.
