I am not a huge believer in the ability of oil companies to (1) fine tune that much, or (2) successfully do this without somebody ratting them out. But also, it's a really competitive industry. One refiner shutting down at key times might do a little, but not a lot. It would have to be a very successful conspiracy, and I don't believe in successful conspiracies that involve a lot of people. Someone always talks. (That's how the antitrust folks usually find out about price fixing; some employee eventually rats them out. Have to pay people off well!)

I think what's going on right now is pretty predictable given all the unpredictable shit. Like, nope, didn't expect inflation to go this high, but also didn't expect Russia to invade the Ukraine, etc.

And...it kind of is broken. All the laws of physics still apply, and when you fix that thing that's catching, the machine will work again. Same thing with the economy, probably...fix the things that are gumming up the works, and it will run as before, more or less. Of course, then you could argue about whether that's really the way you want it to run or not!
