For me, it is knowing a woman picked out a pair of shoes that deliberately show more of her feet. Its a bit more than just wearing a pair of high heels that might make her look taller and thin her legs by stretching her calves; she is deliberately spending money on showing the most of her feet as she can, and that means she likes a man who likes a lady barefoot.

This goes along with my reason for enjoying a woman wearing an anklet or anklet bracelet. She is wearing jewelry to draw a mans attention to her legs. To me anyway, it is her basically giving her silent permission for a man to look.
