In Federalist 65 (IIRC) Hamilton is on record as opposing "malfeasance in office" (abuse of power) as grounds for impeachment. Which is why impeachment is limited in the Constitution to 2 enumerated actual crimes and the nebulous "High Crimes and Misdemeanors".

IF "malfeasance" or "abuse of power" isn't within the definition of "high crimes and misdemeanors" by virtue of it being excluded as a basis for impeachment, then the first article of impeachment has no Constitutional basis.

It is not "weak", it is flat out unconstitutional.
