The purpose of an inquiry is to inquire, to see if there is anything to act further on.

I think the purpose of this 'inquiry', is to get AOC and her socialist band of loonies, to shut the fuck up, and to pacify the moderate dems who have to get reelected in 2020.

Current counting suggests a full third of House Democrats do not favor impeachment at this time. The Constitution dictates the full House needs to pass a resolution to actually begin constitutional impeachment proceedings.

Tis why Pelosi made her cover-her-ass "inquiry" pr announcement today, since she, of all people, fully understands she doesn't even have enough Democrat House votes to pass that required constitutional resolution right now.

That....is how it's done. It's how it has been done. They are supposed to vote, FIRST, on whether to pursue impeachment.
No vote....no one on record saying yay or nay.....
Instead....give it a new name, call it 'inquiry', skip the vote, protect the dems coming up in the next election, in places where they may lose, based on the vote, and, make the leftist loons in the party happy....and she gets to keep her job, by staying in the good graces of both dem sides.
