These will then be adjusted by the Democratic Governor Tony Evers to create a balanced budget, as required by the state's constitution. Note that any shortfall would then occur completely on Evers' watch.

In fact, here's Walker literally telling them that there's not enough money for them. Walker's lies about this have been well documented.

1. The fact that Wisconsin has enjoyed four successive surplus budgets, those developed and implemented while Walker has been governor, is fully factual. This fact has been substantiated by the various financial departments of government and vetted by the media, including NBC, no friend of the Walker Administration. I invite anyone reading along with this debate to read the various sources cited above and note the published data on money-in-the-bank surpluses, versus the hypothetical deficits you rely upon, which would only occur if the soon to expire budget were somehow projected into the next budgetary cycle, something not allowed under the Wisconsin Constitution.
