Closing the corporate inversion tax loophole that allow U.S. companies to avoid paying U.S. taxes by relocating on paper for tax purposes without moving their actual operations overseas would seem to me to be a more rational response.

FYI - The US effective tax rate was on par with the rest of the G7 before the corporate tax break.

Foreign investment in the US was off 32% in 2017 due to economic nationalism, and continues to be off despite the tax breaks for the 0.01%. In fact the Tricky Trumpy Foreign Investment Risk Review Modernization Act packaged with his massive defense spending (read as massive new regulations) coupled with the tariffs and trade deal exits is also keeping it low.
