What you need to do is create a pictorial to show the difference. 'Cuz coloring books are easier for children to understand and encompass ideas from.

First pic; "This is a stripped lower receiver. It's just the lower part of the gun frame and has the serial number on it. THIS is what you register when you buy an AR style gun. Scary looking ain't it. Mass death on the shelf."
Second pic; "This is an upper. It has a barrel and the action that cycles and chambers the ammo. If you attach the upper to the lower you have a rifle. NOT an 'assault rifle' just a 'rifle'."
Third pic' "This is 1 set of accessories for the rifle. If you put these accessories on the rifle, it magically changes from 'rifle' to 'assault rifle'."
4th pic; "This is another set of accessories for the rifle. If you use these accessories, it's still a 'rifle'. It's the SAME lower receiver and upper. It shoots the SAME ammo from the same magazines. But it's not an 'assault rifle'."

It might work to show how ridiculous the whole "assault rifle" thing is. Probably won't though, they'll just try to demand that we not be able to buy lower receivers.
