I don't believe it is. Not in the USA anyhow. A hate crime is defined in law, but not hate speech. It's one of those words that has no clear meaning, so people define it way way they want to.

Under the Weimer Republic, capitalism wasn't highly state-sanctioned... Under Hitler's Germany, it was.
