Yeah I think it only burns in it's liquid state.

since chlorine gas in air is NOT flammable or explosive, the use of Fire Department smoke ejector electric fans is permissible.

Chlorine is TOXIC and it may be fatal if inhaled or absorbed through the skin. A fire at a chlorine source will produce irritating, corrosive and/or toxic gases. Contact with chlorine gas or liquefied chlorine may cause burns and severe injury. Contact with escaping chlorine gas may cause frostbite.

Yeah, I get it, I totally do. I don't want anyone to act out of character.

But in the absence of being able to roll Wisdom Checks I sometimes like to check in and make sure we're good before deploying natural consequences.
 
Just to give my two cents.

Nightwing really didn't expect The rider to do what she was told. In fact he really wasn't sure what to expect when it comes to the rider.
 
This is a new team, and Nightwing's a new leader.

As good as he is, it'll realistically take at least a few tries before everyone operates like a well-oiled machine.
 
Thea doesn't want to get Nightwing killed. But he is on her list for hurting so if she does knock the wind out of him she'll not be too sad....

Also, when I first read the post I thought she meant she wasn't aiming at her target directly. Which she wasn't-- she shot the arrow instead of the woman.
