First off, a prosecutor is ethically bound not to take a case to a grand jury that he does not believe he can prove beyond a reasonable doubt.

This prosecutor, under enormous political pressure, brought five charges and laid all of the evidence and testimony in front of the grand jury anyway. They as well found zero compelling evidence to bring indictments of any kind against Wilson, endorsing conclusions the prosecutor already arrived at.

Prosecutors decide every day either to bring murder charges to a grand jury or not bring murder charges to a grand jury, based on the available evidence. If the physical evidence does not prove wrongdoing, if the witness testimony does not prove wrongdoing. He isn't obligated to even bring it to a grand jury.

The grand jury exists as a check to protect all accused citizens from over zealous prosecutors and political prosecutions. They exists to examine the "evidence" not to entertain concerns of what might have been.

I would be worried about their safety if their names ever became public.
