It's called obfuscation, something you're very good at. But, the government should keep tabs on these unwed fathers, as well. They should take care of their children!!

Oh they do...I was watching a doc the other day that said a larger percentage black men pay their child support than white men, and that children of single fathers perform better in school and are higher achievers than those of single mothers. Pay off? While kids raised by mom on average are considerable underachievers compared to the average kid raised by dad, they tend to be happier as adults, esp boys. They learn better interpersonal communication skills, develop better more meaningful interpersonal relationships with people.
Another cool thing they found was that girls raised by their fathers simply kick the shit out of any other kid when it comes to being a hard charging go getter!! A surprising number of high achieving female fighter pilots, scientist, astronauts high ranking gov officials etc. are raised by single fathers. Converse of that was girls raised by single mothers tend to do very poorly by comparison to either single mom raising a son or single father raising a daughter.
It was a really cool documentary about family dynamics in modern america from child rearing to care for the elderly. Which when you get into geriatrics Americans as a whole really are assholes from a familial perspective.

my best male friend was raised by a single father... he went to be an engineer, has had incredible success financially

That's not good enough, and it's false. The do so because these are cases where the legal liability for the support of those children cannot be fixed and will likely fall on the shoulders of the American taxpayer. So it's a tool to gauge future budget outlays for that support.
