Next May are the elections for our City Hall.

At present the councillors are in a quandary. The Conservatives have a very small majority. Until the General Election in which the UK became governed by a Conservative/Liberal Democrat coalition, the Liberal Democrats at City Hall were the next largest group and the opposition with a handful of Labour councillors.

But now, are the Liberal Democrats the opposition or the allies of the Conservative administration at our City Hall? They don't seem to know.

But in May 2011 the Liberal Democrats will have to fight the Conservatives for every council seat, so they are beginning to distance themselves from the administration and becoming the 'opposition' again.

The Conservatives are planning to challenge sitting Liberal Democrat councillors with new candidates. One such Conservative candidate is a friend of mine. That is difficult for me because the Liberal Democrat councillors he is challenging are also friends of mine, as are the neighbouring Conservative councillors.

My friend's candidature is being kept secret by the Conservatives to be a surprise to the Liberal Democrats. I knew, not from him but from another source, that he was standing, and standing as a Conservative, but it wasn't supposed to be general knowledge.

Last week one of my Liberal Democrat friends, a councillor, asked me if I knew that my other friend was standing against him. I expressed surprise - because it is supposed to be a secret that I didn't know. The councillor told me that he knew that my friend was standing against him for the Conservatives and was hurt because my friend was his friend too. Why hadn't he stood in a seat that the Conservatives had a better chance of winning because their present councillor was retiring and any Conservative candidate would win even if they were as thick as two short planks?

My secret candidate friend is under strict instruction from his party not to reveal his candidature. There is a meeting next week to inform potential candidates about how City Hall works and what a newly elected councillor will be expected to know and do. My friend would benefit from attending that meeting but he has been told not to go, because his is supposed to be a secret candidate.

How secret a candidate is he if his opponent knows?

I'm going to next week's meeting, not as a potential candidate but as a speaker. I think that my candidate friend should be there and probably will be there now that he knows that his 'secret' status is known to half of our town. :D

Secret candidate? Will his identity be officially revealed before the election? Or do voters vote for a particular party, without knowing who will actually represent them?

The candidate's name has to be revealed a few weeks before the election when the formal nomination procedure is completed. Until then, anyone can prepare to be a candidate without telling anyone.

Just checked. Election on 6 May 2011, last time for nomination is 12 noon on 8 April.

As a resident of the "biggest small town in America," I'm painfully aware of the fact that everybody knows everybody else's business. Secrets rarely stay that way for long. There are too many gossips and busybodies.

I know that. I live in a small town. I couldn't understand why his political party thought it could keep his candidature a secret. Because it was supposed to be 'secret', everyone knew. Perhaps that was the intention. If they had just announced it, no one would have noticed.

As an aside, our police arrest 'the usual suspects' for burglary or criminal damage. If they arrest the wrong 'usual suspect', he/she knows who did it and will squeal to get back to their drug supply.

We have very little unsolved crime. We have a few 'unproven' crimes in that the police don't have enough evidence to go to court and get a conviction. The 'unproven' crimes are usually solved when the suspect is convicted of another crime and asks for all previous crimes to be taken into consideration.

One recent known criminal cleared up over one hundred 'unproven' crimes in his last court appearance. Those crimes extended over a wide area for about five years. He was/is more intelligent than our average suspect. Most can't last more than a few weeks before being convicted again.

Unfortunately we know who are likely to be our most prolific local criminals in fifteen years time - as soon as they are born. Their fathers, grandfathers and great-grandfathers were also our local incompetent criminals and sometimes our war heroes. Those family names appear on our War Memorial for the First and Second World Wars.
