No. Electric power generation in the USA does not use oil. Coal, hydro, nuclear, solar, and natural gas are typical sources for generating electricity. Power generation plants, even coal burning ones, are inherently more efficient and less polluting than vehicles due to economies of scale and the ability to more efficiently remove pollutants from a smaller number of much larger fixed locations.

Also, an electric car is far more efficient than a gasoline car, so the amount of pollution generated by producing the electricity to drive an EV a given distance is much less than the pollution from the gasoline to drive an internal combustion car the same distance.

Hydrogen isn't the answer. The world is already suffering shortages of potable water due to pollution and drought. Now the answer is to convert what fresh water we do have into hydrogen to replace petroleum? Perhaps your idea to combat rising sea levels is to convert sea water in huge quantities into hydrogen? The only way we have presently to produce hydrogen in sufficient quantities is to power electrolysis via nuclear generators, the other options (solar, wind, hydro) aren't nearly as efficient..

If we're going to build nuclear plants anyway, which we should have done long ago, then why not bypass the electrolysis step altogether and use that electricity directly to power vehicles? Using the power generated to produce hydrogen to power vehicles that could be powered solely by electricity is foolhardy and a needless step in the wrong direction.
