Today you can buy a one million Bolivar banknote for $9.69 and that is with a profit to the seller, you can figure out what the current exchange rate is. The precursor chemicals to make Fentanyl come from China, to Mexico, to Venezuela, where the final product is made and shipped on drug boats to the US (and other nations).

So Venezuela is a perfect place to look for the drugs since neither Mexico nor China are interested in stopping their part of the drug pipeline.

If you read up on it a bit, you'll see that Jefferson was very careful not to stray from the mandate given by Congress. He asked for and was granted authoritity by Congress for his actions. You know, the way these things should be handled.
