A very juicy tootsie pop.
For our non-North American readers: A Tootsie Pop(tm) is a lollipop with a chewy glob of something between fudge and milk chocolate on the stick, wrapped by a thick-ish coating of flavored sugar (high fructose corn syrup, actually).

The world is divided into two types of people when presented with one: One group will patiently lick the coating off to get to the chocolate; the other will say "the hell with it," and as soon as softening that coating just enough, toss it between molars and crack it open pronto.

This divide was the basis for 1960's television ads that have done become cultural touchstones, hence we say things like "how many licks does it take" to achieve a desired oral result even if we've never seen one of the ads. It's just an idiom you pick up.
