Um, er, ah. You seem to need to dot all of your i's and cross all of your t's but I think your 80 hours is more like per month. Which, sounds reasonable if it hadn't been proven to be a disaster in Arkansas:

While your "able-bodied adults" sounds like a good group to target for this legislation, I don't think you'll find much "waste, fraud and abuse" among those that could be described this way. Maybe get out in your community a bit more!?
