Like I've posted in past postings. There was a breakdown in communications, breakdown in the chain of command, outdated SOP, a failure to follow existing protocol and a failure of bureaucratic process.. Trump authorized the use of Guard troops.

Trump met with senior pentagon officials prior to J 6th urging them to ensure the events on Jan 6th were safe, including the use of the National Guard if needed. The pentagon leadership ignored Trump's directives.
