The federal government’s share of Medicaid spending has grown from 1.36% of GDP to 2.28% between 2008 and 2023. Part, but not all of it is attributable to the ACA Medicaid expansion which became effective in 2014.

Where are you getting that figure? It's always 100% spent immediately.
I think you misunderstood. Tax receipts as a percentage of GDP has averaged around 17% since the late 1950s. I can share a link to FRED if that’s what you’re questioning. Of course the government spends 100% of the money it collects. In fact the government spends more than 100%. Hence the deficit and national debt situation it has.

Medicaid (ACA) growth is also impacted by the failure of lazy able bodied fraudsters refusing to work for a living and illegal migrants sucking off the government dole.
