Bessent Indirectly Confirms to CNBC China and the U.S. Still Not Talking Tariffs: Not Even a ‘Negotiation About the Negotiation?’

CNBC’s Sara Eisen spoke to Treasury Secretary Scott Bessent on Monday and pressed him on whether or not any progress has been made in negotiations to ease the massive trade tariffs placed by President Donald Trump on China.

“But China is key. I know you set it aside. And you’re heavily involved here. You have said they need to de-escalate and start that process for us to get going on trade talks. Have they made any effort at this point?” Eisen asked during the lengthy interview.

“I think that, I think we could see substantial progress in the coming weeks. We will see that, as I think it’s Stein’s Law, that which is not sustainable doesn’t continue. So, 145 percent, 125 percent tariff levels are the equivalent of an embargo,” Bessent noted.

“Yes,” Eisen agreed.

“And we’re reading every day what’s happening with factories in China. And from an academic point of view, I can tell you that the history of trade battles, we are the deficit country. The surplus country always has the most to lose,” Bessent added.

“Right. So, they need to make more gestures? What is it that you’re looking for? And is that happening? Is there a negotiation about the negotiation?” Eisen prodded.

“Yes, we will see over the coming weeks. And we will see what President Trump wants to accept,” Bessent replied.

“Right. I mean, have they offered anything on the fentanyl, for instance, precursor ingredients?” Eisen pressed again, trying to understand if any talks were taking place.

“It’s only what they have said publicly. So and I can tell you that these precursor fentanyl drugs are a real problem. There are a lot of Chinese companies. At Treasury, we have the ability to do a lot of financial surveillance. And we see Chinese corporations that are linked with the Mexican cartels. And that’s got to stop. That’s got to stop. Like, what is the price for these hundreds of thousands of fentanyl deaths that we have, the families that are left behind, and then the lives that are ruined?” Bessent replied.

One of the things being put forward is for China to open plants to finish Chinese goods. North Korea is not subject to tariffs so if they add enough value to the product the Chinese goods get badged as made in North Korea.
 
They can find other countries to export to. They're doing it now. They're not going to feel the pain like American businesses will -- does Wal-mart sell anything that is not made in China?

Neither is Russia. They both have rulers admired by Mr Trump.
Russia exports massive amounts of potash to western China each year. Chinese agriculture would fail without potash and famine would decimate the Chinese populations.

China in turn has a huge new market in Russia to sell their one-size-fits-all EVs. They are rock solid, easily replaced parts and use a "dead end" electronic battery that Russia seriously appreciates: the car cranks in extremely cold weather.

The US has a population of approx 300 million. The EU without Britain has a population of approx 360 million

So? Being the largest isn't the same as being the only. And a lot of people who bring this up apparently think this is due to some innate feature of the US as opposed to being mostly the result of historical accident and good trade policy. It is unlikely to remain so under the current administration's trade policy.

We need them a lot more than they need us. They can find other markets more easily than we can find other suppliers.

Which means nothing because the statistics are very clear that the US is the leading consumer in the world.

Correct that the USA is the largest consumer market, but is that a strength or a weakness? At almost 70% of GDP that is far too high. China is much less at 39%, although their vehicle market is bigger than USA and EU put together. The trashing of the US$ value by 10% in the last 100 days is the only cave in so far. That is already impacting US consumers of modest income.

The actual tariffs (US federal sales taxes) will start to bite through the inflation of goods costs roundabout June/July, this will really hurt the middle and working classes. Both sides need to get some sanity back into trade, but I suspect that Chinese resilience to hard times is the greater; they will not be rushing to cut a deal, time favours them.
