Let's put it this way.

My offshore counterpart is being billed to our client at $73.97/hour.
I am being billed to our client at $269.33 per hour (no I dont earn 269.33 per hour)
The budget is tight so I am being offloaded to another project(s) and to recoup budget and hours...

so yes, we make use of offshore because they are much cheaper labor, and yet we keep a skeleton onshore to face more with the client at hours preferable by companies in North America.
