It doesn't matter. His actions have demonstrated a willingness to do whatever Putin wants in foreign policy. That, in itself, is demonstrative of being a Russian asset.
 
Seems preposterous. On the other hand, Lyndon Johnson and Neville Chamberlain did plenty of damage to their respective countries without being enemy agents.

You don't need to be an enemy agent to do a lot of damage to your own country, just look at what's happened to the Russian people under Vladimir Putin, hundreds of thousands of casualties in the war he started, plus even more (often the youngest and the most educated) emigrating. Even before all this, Russia's population was forecast to fall to 126,200,000 by mid-century. What's going to happen now?

The worst damage is done from within.
