The military and national security apparatus has a pattern in leadership. One group of leaders starts out competent, gradually becomes infested with sycophants and grifters, and the power shifts to a new group of leaders, without firing anyone in the old group. That was the Joint Chiefs of Staff, for a while. The Chairman was important, for a while. Maybe it will be again if he's competent now. There are a few of these boards to fire wholesale if they can't prove their worth.
