My first wife used to flash back in the day. Maybe it's because 90% of cops are men, but 90% of the time, women will get away with a warning to "cover it up," at least if it's just toplessness they display (in those benighted jurisdictions that do not allow it, legally). Onlookers will conclude "silly (probably drunk) girl/woman."

But 90% of her time, a man will get, at a minimum, an appearance ticket and, coincidentally, a same 90% will disapprove, strongly.

I don't think it's all that tragic, this difference, but until it disappears and we reserve disapproval for cases where there's more than "just" display, let's be real: Guess what, grasshopper? Men and women are different, straight or gay.
 
My wife and I talked about this a lot. We discussed in great detail, what she would wear or not wear and where we might go to play. We never did get around to actually doing it.
