That article was written before the rally happened. That’s why it says “with Trump expected to declare”. The 80k number is just a ridiculous prediction of what the crowd size would be.

Trump supporters lined up in Wildwood, New Jersey as early as Wednesday to see President Donald Trump speak on Saturday. The beach venue on Saturday can hold up to 40,000 people.

Trump is scheduled to speak at 5 PM to thousands of New Jersey supporters.

By mid-morning THOUSANDS of Trump supporters had already been cleared and were waiting inside the outdoor venue to see President Trump. President Trump is not expected to speak for 7-8 hours from when these photos and video were taken.

The point is Trump routinely draws massive crowds and Joe Biden only wishes he could do so. Wherever Trump goes thousands show up. And votes for candidates is not related to campaign rally attendance. Many of 45 supporters go to every rally.

You can bet Trump (or to be precise, his campaign) stiffed them on the cleanup bill, too. They nearly always do.
