US Tariffs on China Ruled to Be Illegal by World Trade Body


GENEVA (AP) — The World Trade Organization said Tuesday that Trump administration tariffs on Chinese goods totaling more than $200 billion are illegal under the rules of the global trade body.

The decision marks the first time the Geneva-based trade body has ruled against a series of tariffs that President Donald Trump’s government has imposed on a number of countries, allies and rivals alike.

Trump has repeatedly criticized the WTO, which oversees international disputes on trade, for allegedly treating the U.S. unfairly.

In its decision, the WTO ruled against the Trump administration’s argument that China has engaged in practices harmful to U.S. interests, on issues including intellectual property theft, technology transfer and innovation.

The ruling, in theory, would allow China to impose retaliatory tariffs on billions worth of U.S. goods — if the process is completed. But the U.S. government can appeal the decision announced by the WTO’s dispute settlement body, and the WTO’s appeals court is currently no longer functioning — largely because of Washington’s single-handed refusal to accept new members for it.

(CN) — A Pew Research Center survey of people in 13 countries found that views of the United States and its president are among the lowest in the past 20 years.

Adults in Canada, Belgium, Denmark, France, Germany, Italy, the Netherlands, Spain, Sweden, the United Kingdom, Australia, Japan, and South Korea were asked whether they viewed the U.S., President Donald Trump, and other world leaders favorably or unfavorably. They were also asked specifically whether they believed countries and leaders had responded well to the Covid-19 pandemic.

In 12 of 13 countries surveyed, a majority of the respondents had an unfavorable opinion of the United States, and on average only 16% expressed confidence in Trump. In the 20 years that Pew has been conducting its Global Attitudes Survey, current favorable views of the United States in many countries are as low as they have been at any point since polling began.

Just 41% in the United Kingdom express a favorable opinion of the U.S., the lowest percentage registered in any Pew Research Center survey there. In France, only 31% see the U.S. positively, the lowest since March 2003 at the height of U.S.-France tensions over the Iraq War. Germans give the U.S. particularly low marks on the survey: 26% rate the U.S. favorably, similar to the 25% in the same March 2003 poll.

And in other Tariff news today, Trump backed off the much threatened 10% Tariff on Canadian Aluminium...while trying to claim it was a negotiated withdrawal, Canada chuckled and said ummm no it wasn't.

Interesting article. Canada...and presumably Trump...knew the targeted retaliatory tariffs that Canada would have imposed would have caused massive layoffs at the washing machine manufacturing plants in Ohio.

If Trump doesn't win Ohio (he holds a slim lead there) he's toast in November.

So Trump caved in.

Fair point, but neither is the USA for an almost non- publicized reason. America has taken on huge levels of debt because of, firstly, the unfunded tax cuts Trump introduced, and secondly because of unanticipated Covid costs.

At the same time he tried to restrict imports by applying major Tariffs. However, the USA is reliant on International trade in a unique way because the $US is the currency of International trade. That in turn means that all contracts denominated in $US have to be paid in that currency. The US treasury therefore sells Bonds to the world to facilitate that process. In effect those bonds are a vast inflow of interest minimal funds to the USA. A debt crutch. Currently the world is awash with US Bonds.

Absent an increase in US tax revenues and a sharp and sustained improvement in the US economy, the administration has to keep that inwards flow of cash going for at least the next three to five years to meet expenditure. The alternative would not be popular - increased taxes. Therefore, while much work needs doing on Tariffs, using the big stick approach ain't smart because it risks Bond sales..

I wouldn't worry about the WTO too much. Ultimately they are only a rubber stamp for what the big economies agree on. The bigger players all break the 'rules' when it suits them.
 
Nobody views the US as having much credibility anymore. Truths and facts are foreign to the trumps.
