The city needs to repopulate. They can fix a house, but if it stays vacant, it will be trashed again within weeks. There are no jobs to attract people to live in the fixed house. The city therefore tries to attract self employed people. If it becomes another Algonquin Round Table, all the better. It fits with the tried and true gentrification strategy that starts by attracting artists and childless couples (because shitty schools) and ends with race/culture riots over changing neighborhood character and rising rents.

Writing murder mysteries is one thing, staying out of one is another.

Oh yeah, a free house is one thing but utilities and property taxes are another. Some of the highest rates for both in that area.
