Can someone please tell me how to change the tagline under my avatar I just cant see how or where to do it yet people with less posts and me seem to be able to....\

User CP ---> Edit Profile ---> Custom User Title

Go to your User CP > Edit Profile then enter it into the "Custom User Title" field pictured below, scroll down and click save changes.
