The Northeast has fallen under the control of the Atlantic Union's Directorate, a seven-man body of oligarchs whose main purpose is to keep peace and prosperity in their territory and to hell with political freedom. The Directorate claims nine states, stopping at the Pennsylvania-Maryland border. It is the largest continuous zone of control, but the Directorate has chosen not to seek territorial expansion. Instead, it opts for tightening the border management and customs. Those were from outside Directorate territory are now considered aliens, foreigners. No longer are citizens of the Directorate's domain deemed Americans. They are now Atlanticans.
Seeking a few tourists and other foreign visitors who can be mistreated, exploited, extorted, etc. by customs and border police of the new regime. They can be from various regions, but they all show up in Larson Airport (formerly La Guardia). This is a corruption, abuse of power situation. Expect NC/reluctance here, blackmail, whatever.
In the end, however, they have a decent chance of getting their passports stamped and allowed entry, for what it's worth.
