Pmann, you realize the OP was asking about rank, as in place or position on a grading scale and not rank, as in gross or stink - i.e. that 7 day old baby diaper smells rank.

This is correct. The votes are only considered for ranking during a certain time period. If a story is 5 years old, for example, you can vote, but it won't affect the rank. If I remember correctly, a story must rank 4.5/5 to get the H (hot) banner.
