Nobody is going to wear anything or do anything that they really absolutely don't want to. Many subs essentially desire wearing the collar.
I do believe that I've seen some cuffs and collars with a "hidden" velcro closure in addition to a visible buckle. It would probably be possible to break it open if in a total panic. I don't have a specific source for this.

BDSM style collars as a fashion accessory are more common than BDSm practitioners.
Asking a woman to wear one is no big whoop. Getting her to walk around naked is a bigger problem, not to mention finding someplace to walk her safely.
The whole point of a collar and leash is the inescapability. The symbolism is ownership and control, and the sensation of the weight and warmth around one's neck is a total fetish for most wearers-- or else, they won't be wearing one. I would never willingly wear a break-away collar and the only reason I would put one on a partner is if they had a proven case of claustrophobia, in which case they wouldn't want to play with me anyway, because I am all about the cages and stuff

If it's pretty and has some priceless jewels on it, I think that would help. You don't just give someone a nylon dog collar off the pet store shelf and expect someone to wear it.
OK, I'm being a little flippant here, but seriously, if it looks nice and like someone a woman would want to wear as jewelery, I don't think it will be a problem. I'm not into these things, myself, but if you want someone to wear something out in public, where their friends will see, etc. it had better look nice.
Just thinking out loud here, but maybe you could get two, one for fancy dress up and one for more everyday wear. Shit, if it were me and I was into such things, I'd be happy if my sub wore a leather thong with a simple little trinket on it.

While I'm not a huge fan of the visually loud when it comes to things I'd have submissives wear, I quite like simple but elegant collars. I have never found nor thought a break away feature to be necessary as even when leashed I don't believe in dragging someone behind me. In my view if I'm going to have someone collared and leashed, I won't have any question about whether or not they will follow me.
