Though human trafficking was a highly illegal act which resulted in often in fines and imprisonment, in the city of New Chicago it was little deterrant to the crime being committed! The organization that actually owned the trafficking operations around the city was the Cartel. The organization was deeply entrenched in the city, with everyone from the Mayor to the Chief of Police to dozens of judges, police, sanitation, corporate and military officers being on their payroll.
The city, much like Gotham, was dark and dreary, hope mostly drained from the concrete buildings and damp highways. It made is easy for anyone to get out and advantage of this kind of market. There was no one to stop it plain and simple.
This was the situation for Dectectives Greg Jones and Brian Marshall of the NCPD. Pulling up in their grey sedan to the corner of Winchestor and 34th street, they both new the place well. Dozens of streetwalkers lined the roads for nearly 6 square blocks in this residential 'red light district' of the city.
It was the perfect environment for which to take the women. Most women that started working these streets considered themselves failures in life and love. Feeling they are down to the last straw, they find themselves destitute and very lonely. No one every really knew the women that worked down there and when one or two went missing, few would ever lose any sleep over it.
And it was in this situation for which the detectives sat, watched and waited for their newest prey...
