Seems to me that kissing is an expression of love (or at least a deep affection); whereas sucking(sex) is an expression of lust.
In general I wouldn't have "lust sex" with anyeone I didn't "love" (although when I was younger I was guilty of many such indiscretions...).
So IMO, love and lust combine to make something more than either of the two could alone...and when that happens kissing and sex are the natural expression of it.
