WASHINGTON (MarketWatch) - The number of people who applied for unemployment benefits in the first week of July jumped by 16,000 to a seasonally adjusted 360,000, marking the highest level in two months, the Labor Department said Thursday. Economists polled by MarketWatch had expected claims - a proxy for layoffs - to rise to 349,000 in the week ended July 6 from a slightly revised 344,000 in the prior week. The claims report often seesaws in July because of shutdowns at auto plants for retooling and temporary layoffs related to the end of the regular school year. The July 4 holiday can also skew the data. The less volatile four-week average of claims rose a smaller 6,000 to 351,750 and reflected little change in the U.S. labor market. Layoffs have slowed to a post-recession low and the nation has added an average of about 200,000 jobs a month through the first six months of 2013. Also, the government said continuing claims rose by 24,000 to a seasonally adjusted 2.98 million in the week ended June 29. Continuing claims are reported with a one-week lag and reflect the number of people already receiving benefits. Initial claims from two weeks ago, meanwhile, were revised up to 344,000 from an original reading of 343,000, based on more complete data collected at the state level.

The Energy Information Administration lowered its forecast for gasoline demand for 2013 to the lowest level in 12 years and left unchanged its forecast for summer pump prices.

Gasoline consumption this year will average 8.66 million barrels a day, lower than the 8.68 million in last month’s projection and the lowest level since 2001, the statistical arm of the Energy Department said today in its monthly Short-Term Energy Outlook. Demand in 2014 may be 8.68 million barrels a day, down from last month’s forecast of 8.69 million.

Distillate demand, including diesel and heating oil, will be 3.82 million barrels a day this year, up from last month’s outlook of 3.8 million. Consumption in 2014 is estimated to be 3.83 million, higher than the previous forecast of 3.81 million.

U.S. consumers will pay an average 16 cents a gallon less for gasoline this summer than a year ago, unchanged from the EIA’s May forecast.

The agency expects regular-grade gasoline will average $3.53 a gallon from April through September. Diesel fuel will average $3.83 a gallon, less than the prior forecast of 3.88.

Regular-grade gasoline will average $3.49 a gallon this year, down from last month’s forecast of $3.50. Prices in 2012 averaged $3.63 a gallon.

Prices may average $3.37 in 2014, the department said, down from the May estimate of $3.39.

That's only US demand. Which is meaningless considering that oil prices are set on a global level. Would you say that global demand is increasing or decreasing?

Other stops on the tour include Chicago; Oakland; Miami; Dallas; Brooklyn, N.Y.; Las Vegas; and Baltimore. At each one, local lawmakers and members of the caucus intend to discuss new health coverage options available under the health law with constituents. In Connecticut, selling Obamacare involves airplanes flying banners across beaches. Oregon may reel in hipsters with branded coffee cups for their lattes. And in neighboring Washington, the effort could get quite intimate: The state is interested in sponsoring portable toilets at concerts.

The advertisements, developed with political consultants and communications firms, illustrate the ability of the health-care law’s supporters to pinpoint the precise group they want to sign up for Obamacare — young and healthy Americans who won’t weigh down the system with high medical bills.

However sophisticated, the outreach also underscores how states have become willing to try almost anything to make their pitch in the face of a poorly informed and politically divided public. With 82 days left until the insurance marketplaces open for business, public awareness remains low. Most polling data suggest that few Americans are aware of how the Affordable Care Act works — or that it even exists. [...]

“You’re talking about a high degree of skepticism,” said Michael Marchand, who runs communications for the WA HealthPlanFinder, Washington’s marketplace. “There’s a lot of ‘I don’t understand what this is and why it’s important’ or ‘I don’t understand why there’s a good return on investment when I could be getting the next Radiohead album off iTunes.’ It’s totally understandable. I get that.”

Marchand has been thinking up all sorts of ways to make sure young people hear about the new health program. Perhaps in music-heavy Washington state, it’s no surprise that his thoughts have gravitated toward outreach at concerts and music festivals.

“We’ve talked about everything we could use, even whether we could do some branding on porta-potties,” he said. “I want to sponsor charging stations, too. Talk about a captive audience. They’re standing there, charging their iPhones.”

(CNSNews.com) – During a press conference on Thursday, House Speaker Nancy Pelosi was asked if she thinks there is “any virtue” in delaying Obamacare’s individual mandate as well as the employer mandate:

“No. Absolutely not. I don’t think it’s virtuous at all,” Pelosi said. “In fact, the point is, is that the (business) mandate was not delayed,” Pelosi said.

“Certain reporting by businesses that could be perceived as onerous — that reporting requirement was delayed, partially to review how it would work and how it could be better.

“It was not a delay of the mandate for the businesses, and there shouldn’t be a delay of the mandate for individuals,” Pelosi insisted.

The Obama administration announced last week that businesses with 50 or more full-time employees will be given an extra year to comply with the complex reporting requirements that could trigger penalties if those businesses don’t provide affordable insurance to their full-time employees.
 
The point was, that within that month it went from a high of 15409 to where it was yesterday.

Et tu, Wegmans?

The Rochester-based grocer that has been continually lauded for providing health insurance to its part-time workers will no longer offer that benefit.

Until recently, the company voluntarily offered health insurance to employees who worked 20 hours per week or more. Companies are required by law to offer health insurance only to full-time employees who work 30 hours or more per week.

Several Wegmans employees confirmed part-time health benefits had been cut and said the company said the decision was related to changes brought about by the Affordable Care Act.

However, part-time employees may actually benefit from Wegmans’ decision, according to Brian Murphy, a partner at Lawley Benefits Group, an insurance brokerage firm in Buffalo.

“If you have an employee that qualifies for subsidized coverage, they might be better off going with that than a limited part-time benefit,” Murphy said.

That’s because subsidized coverage can have a lower out-of-pocket cost for the insured employee while also providing better benefits than an employer-paid plan.

Under the Affordable Care Act, part-time employees are not eligible for health insurance subsidies if their employer offers insurance.

“It’s a win-win. The employee gets subsidized coverage, and the employer gets to lower costs,” Murphy said.

“As a private company, we don’t share specifics of our employee benefits programs. It’s a given that health care reform will result in some changes to our benefits program, but it will not change our commitment to meeting the needs of our employees,” Wegmans said in a statement.

Wegmans declined further comment.

Wegmans employs roughly 1,433 full-time employees and 4,304 part-time employees in the Buffalo Niagara region.
