98% of businesses with 50+ employees already provide health insurance according to Kaiser research. I don't buy the false conservative narrative that giving 2% of large businesses a little more time is an admission that the entire ACA is a failure.
No would-be fine from less than 2% of businesses would change anything.
If you want to talk about revenue neutrality then look at all the Republican governors refusing the Medicaid expansion. The revenue to fund the expansion in all 50 states is going to come in just the same, the only difference is that these GOP governors are making Obamacare flush with cash.
