Why not go for 2cm/yr and use solar power to separate Hydrogen from seawater. Fill blimps with hydrogen to transport compressed hydrogen anywhere the jet stream goes and fuel power stations and vehicles with hydrogen and condense the exhaust to provide fresh water.

If you're going to have impossible dreams, why not dream big? :p

Because it's really expensive to get that much energy for a very energy intensive process. There are also real environmental issues that have to be worked through for any given plant. One of the big ones is that all that left over salt has to go somewhere.

To some degree, this already is happening, in that desalination is becoming a more common way to obtain fresh water. It accounts for about half of Israel's water needs, for example.

But it's very expensive and has a severe environmental impact. For one thing, sea water contains a lot of organisms, which are wiped out in the desalination process. And desalination produces a lot of waste product (lots of salt, obviously), which can't just be dumped back in the ocean.

It's probably more cost-effective to find ways of living off less water, at least for now.
 
Instead, let's assure the future of Man and drain the educational apparatus that generated this preposterously stupid idea.
 
Considering the OP's other posts, I don't think there's a lot of education involved here.
