Fort Benning near Columbus, Ga., Wednesday to assess what
buildings or land on base could be used to potentially house
thousands of undocumented immigrant children.

Fort Benning is one of three bases, including Fort Sill in
Oklahoma and Malmstrom Air Force Base in Montana,
currently under consideration to house up to 5,000
unaccompanied migrant children.

This is not the first time military bases have been used to house unaccompanied migrant children who crossed into the U.S. illegally.

Between 2012 and 2017, almost 16,000 unaccompanied children
were similarly held at Texas’ Fort Bliss and Lackland Air Force
Base; Fort Sill; Naval Base Ventura County in California and
Holloman Air Force Base in New Mexico.

Ethanol leaders will thank President Donald Trump for EPA finishing the rule allowing summer driving with E15 when the president comes to Council Bluffs, Iowa, on Tuesday.

Some of the continuing difficulties facing the ethanol industry will likely come up as well.

Trump first promised to approve E15 year-round at a rally last October in Council Bluffs. "My administration is protecting ethanol. Today we are unleashing the power of E15 to fuel our country all year long," Trump said at the October rally.

EPA cleared the E15 rule on May 31, allowing retailers to continue selling 15% blends throughout the summer months. The E15 waiver had been a major industry goal during the past decade to boost ethanol demand.

Mike Jerke, CEO, president and general manager of Southwest Iowa Renewable Energy, said the event at his 130-million-gallon ethanol plant south of Council Bluffs will provide the president some interaction with farmers and plant employees.

Fort Sill, located southwest of Oklahoma City, was one of
several internment camps where Japanese-Americans were
held during World War II," Time reported. "Between 1942
and 1946, the U.S. government forcibly removed an estimated
120,000 men, women and children from their homes and
incarcerated them across the country. Fort Sill was later
used to hold German prisoners of war.

Detained would be held inside facilities that are separate
from the general on-base population. HHS personnel,
not American troops, will oversee them.

Using military bases in this way is not new. In 2014, the
Obama Administration placed around 7,700 migrant
children on bases in Texas, California and Oklahoma,
including Fort Sill. The temporary shelters were shuttered
after four months. Last year, the government evaluated
several military bases to shelter migrants, but ultimately
decided not to use the facilities.

Perhaps it’s entirely a coincidence that President Trump announced
that he’s unleashing his deportation force only hours before he’s
scheduled to kick off his reelection campaign with a rally in Florida.

Nick Miroff and Maria Sacchetti of The Post report facts and context that
raise serious doubts about the motives and timing of this “announcement.”
ICE officials were caught off guard by Trump’s declaration. What’s more,
the mass arrests don’t appear immediately imminent, though they could
come soon.

It’s also not clear whether ICE has the manpower to fully unleash such
a strike force. And the very act of announcing the action itself raises
questions, because, as Miroff and Sacchetti note, “publicizing a future
law enforcement operation is unheard of at ICE.”

And so, Trump’s threat of mass arrests is probably intended to no small
degree as spectacle and gesture.

This may be the case in a “cruelty is the point” kind of way —
in Trump’s mind, the imagery of mass arrests of families is a
feature of this plan, one that will appeal to at least some core
supporters.

DEMING, NM —

The number of asylees (migrant asylum seekers) sheltered in Luna
and Dona Ana counties has dropped, and no migrants to date
have stayed at the New Mexico State Fair dormitories in
Albuquerque.

The dorms were offered six weeks ago as a possible temporary
shelter for asylum-seeking families.

Expo New Mexico spokeswoman Oona Gonzales said that the
state remains on standby if the fairground dormitories are needed
by migrants as they seek out their final destinations elsewhere in the U.S.

This week, the number of migrants in the Deming shelters dropped
below 100, and the number in Las Cruces was approximately 150.

New Mexico and Albuquerque last week filed suit against the
Trump administration to stem the quick release of migrants
that has strained public and charitable resources in Deming
and Las Cruces.

Meanwhile, plans continue for officials to erect a tent-type
facility south of the Deming fairgrounds to house the asylees,
instead of at the fairgrounds and the airport hangar.

Declaraction of a State of Emergency

Deming, a city of about 15,000 residents about 35 miles (56 km) north of the border, made the move on Monday after U.S. Border Patrol agents dropped off about 170 migrants, the Deming Headlight newspaper reported, citing City Administrator Aaron Sera.

The city declared an emergency “in hopes it will trigger assistance from both the federal government and state officials,” Sera said in an emailed statement on Wednesday.

Democratic-controlled cities such as Las Cruces, New Mexico are using tax dollars to shelter migrants while Republican-controlled Otero County, New Mexico passed a resolution against housing migrants and the use of taxpayer funds to do so.

President Donald Trump, who made the issue of illegal immigration a centerpiece of his 2016 campaign, has called the rise in asylum-seekers an “invasion” that vindicates his call for the construction of a border wall and a get-tough policy.

U.S. Border Patrol began releasing migrants directly into border communities in April after its holding facilities became overwhelmed. The agency is turning to smaller towns as shelters reach capacity in El Paso, Texas and other cities.

A spokeswoman for New Mexico’s Democratic Governor Michelle Lujan Grisham criticized the releases in small towns like Deming.

“Communities like Las Cruces and Deming are being dealt a bad hand by the federal government, they didn’t ask for these releases to happen,” said Claudia Tristán.

The Office of Personnel Management is preparing to send the career
employees home without pay starting on Oct. 1, according to an
internal briefing document obtained by The Washington Post.
The employees could formally be laid off after 30 days,
administration officials confirmed.

The agency manages a civilian federal workforce of 2.1 million.

Even as House Democrats and some Republicans signal that
Congress is not going to break up the 5,565-employee department,
the administration is moving forward in defiance. Trump appointees
paint a dire picture of a corner of the government in financial free fall
and failing to carry out its mission. They want a commitment from
Congress by June 30 to agree to disband the agency —
or they say they will be forced to trim the staff.

The plan to dismantle the agency was the brainchild of a senior career
official at the budget office. Weichert, (Margaret Weichert, deputy director
for management at the Office of Management and Budget and acting OPM director)
a private-sector executive focused on improving business operations before she

She has told her staff that she is “planning to play chicken with Congress,”
according to three officials familiar with the comments.

Critics say she is deliberately starving the agency in an effort to kill it.

along with the farce. The law was not followed. Requirements

The result was separation of child from family.

Trump corrupted our system of law, from the lowest court to
the Supreme Court, and Mitch McConnell nurtured it.

Where are those cozy, loving, attractive, safe nurseries that
the Far Right Christian Extremists advertised on television,
when this shitstorm started ?

Save The Children took time out from tending to bombing victims
in the Middle East, and international crisis locations, to provide
for children in America. Yes, America failed in its responsibility,
and an international charity meant for Trump's "shithole countries"
stepped in. People in Deming, New Mexico were faced with the
migrants dumped on their doorstep by Trump. A tiny border town,
they stepped up to the plate. The Feds are not going to help.
The babies under their watch are not going to die on cold concrete,
in filth, and fear.

detained at the Clint, Texas, facility.

She is a law professor at Willamette University,
director of its Clinical Law Program.

Yes. Yes, yes. So, let me tell you about this incident, because
this was especially concerning. This visit was really originally
scheduled for just three days. And what ended up happening
was, when I was there on Wednesday, we started to hear from
several children that there was an incident that had happened
in one of the cells. And what the story was, was that there was
a lice outbreak in one of the cells. Six of the children were
found to have lice. Those six children were given lice shampoo,
and then the other children were given two lice combs and told
to pass those around and brush their hair with the lice combs
in order to make sure that they, too, didn’t have lice or, if they
did, that the lice were being pulled out by the lice combs.
Now, sharing lice combs, we all know, is something you
never do with a lice infestation. But this is, in fact, what
happened.

But then the story gets worse, because one of the little kids
lost the comb, and the guards hit the roof. They yelled at
the children and berated the children. They scared the children.
They made the children cry. And then they took out all of the
children’s bedding. They took out the mats. They took out the
blankets and told them that as punishment for losing that comb,
that they were going to have to sleep on the concrete that night.
We could not believe that the guards really were going to do
what they had threatened to the children that they would do.
And so, we arranged to come back the next day, specifically
to interview those children and find out if they had been made
to sleep on the floor last night or if it was just an empty threat
meant to scare the children. And, in fact, we heard from
multiple children that they in fact were forced to sleep
on the floor that night in this cold cell, you know, on the
cold concrete.

Yes. Yes, absolutely. This is why we went to the media, is that
they are absolutely breaking the law. They’re breaking law as
to the conditions of detention. They’re breaking the law as to
the number of hours that they can keep the children in
Border Patrol facilities. They’re breaking the law as far
as how long these children are being kept in ORR facilities.
They’re breaking the law by taking the children away from
their families. And they’re also breaking the law by transporting
them on Texas state highways without the appropriate child seats
and infant carriers and, you know, these booster seats that are
required by law. Everywhere I look, this administration is
breaking the law. And the Border Patrol employees that we
talked to said they don’t understand why the American people
aren’t outraged by the mismanagement that they’re experiencing.

No diapers for the babies in Trump's concentration camps for children

Last week began with a broad political discussion on whether
Alexandria Ocasio-Cortez’s designation of migrant detention
centers as “concentration camps” was the correct nomenclature
for holding rooms in which 41 detainees live in a cell built for eight.
The week ended with heinous reports of the conditions at said camps,
where undocumented migrant children are being held away from
their families in conditions “worse than jail,” according to physician
Dolly Lucio Sevier, who wrote up a medical declaration obtained by
ABC News after visiting Border Patrol holding facilities along the
border in Texas. Here’s everything we know about conditions in
the detention camps.

Conditions in a McAllen, Texas Facility “Could Be Compared to Torture Facilities”

Sevier, a private-practice physician in the Rio Grande Valley,
was granted access to a facility in McAllen, Texas, after attorneys
discovered a flu outbreak that sent five infants to a neonatal
intensive-care unit. At the detention center — the largest such
Border Patrol facility in the country — Sevier examined 39 children
under the age of 18 facing conditions including “extreme cold
temperatures, lights on 24 hours a day, no adequate access to
medical care, basic sanitation, water, or adequate food.”
All 39 exhibited signs of trauma.

Sevier told ABC News that the teenagers she observed were not
able to wash their hands while in custody, which she called
“tantamount to intentionally causing the spread of disease.”
Teen mothers in custody described to her not being able to clean
their children’s bottles: “To deny parents the ability to wash their
infant’s bottles is unconscionable and could be considered intentional
mental and emotional abuse,” Sevier wrote. In summary, she determined
that “the conditions within which they are held could be compared to
torture facilities.”

U.S. returns 100 migrant children to overcrowded border facility
as HHS says it is out of space

The official told reporters that after moving children out of
the Clint facility over the weekend and into Monday, the
agency had to return 100 children to the station Tuesday
because of a lack of bed space in U.S. shelters and insufficient
funding to expand facilities for children.

A spokeswoman for the HHS Office of Refugee Resettlement
(ORR) said that by Tuesday the agency will have taken custody
of nearly 250 unaccompanied children who had been held at the
Clint facility,

ORR is theoretically set up to release the children safely into the
United States. That’s what they’re staffed to do. CBP doesn’t have
that capacity. They’re all guards,” said Hing, who described being
moved to tears by the visible trauma of some of the children he
interviewed. “They actually don’t have the infrastructure to be
calling the aunt or the uncle, or even the parent who is in the
United States, and actually check out whether it’s a safe place
to place the child. . . . They don’t have a staff of social workers,
whereas ORR does.”

ORR has declined to quantify its available bed space.

Provisions were not made. Everyone that did not make a killing

All were denied entry into the shelter itself, as was California Congressman
Eric Swalwell when he visited Monday. Expected to make the same stepladder
climb Friday: U.S. Rep. Debbie Mucarsel-Powell, South Bend, Indiana,
Mayor Pete Buttigieg, former HUD secretary Julián Castro, Sen. Kamala Harris,
Sen. Kirsten Gillibrand, former Colorado governor John Hickenlooper and
author Marianne Williamson.

On Thursday, when it was his turn, former Texas Congressman Beto O’Rourke
went slightly off script, addressing the children directly in their native tongue.
“Saludos! Los vemos y los queremos!” he yelled in Spanish, which translates

Border Patrol allowed reporters into its largest holding area Thursday
following reports of squalid conditions.

When Brandon Judd, president of the union that represents Border
Patrol agents, visited the McAllen facility last month, he was troubled
to see agents assigned to medically screen and babysit migrant infants.
