Neither "Saggy' nor "Floppy" is something a woman who has pendulous or hanging breasts is likely to find flattering.

I once met met a very morose topless dancer who had the sort of breasts you would love. She hated them. I asked her why she didn't wait tables instead, since she reported making very little. She said "they won't let me." I dunno, if I was management I'd rather have people doing jobs they smile about.

I spent some time with her trying to coerce a smile to no avail. I tried to explain that there are men who very much prefer breasts shaped as hers were. She didn't believe me.

There has GOT to be a better term for that.
