She doesn't pull stories because of petty complaints. But Laurel occasionally misses something in a story or turns a blind eye or whatever. That's why there is a report button because Laurel may not know the age of such and such a character or it however rough a story gets didn't bother her personally but presumably after a sufficient number of complaints she steps up.
