Construction crews are now establishing entrances and haul roads at the Foxconn Technology Group site for what will ramp up into an enormous operation to lay about 1.5 million tons of gravel.

Adam Jelen, senior vice president for Wisconsin for Gilbane Building Co., calls this phase the construction of the “chassis” for Wisconn Valley Science and Technology Park, Foxconn’s future U.S. manufacturing campus. Gilbane and M+W are overseeing construction of the $10 billion, 22-million-square-foot campus.

But establishing the entrances and haul roads is just a fraction of what will be happening to build Wisconn Valley’s “chassis.” It also includes creating the drainage systems and other infrastructure according to the master plan for the 1,198 acres known as Area I of the overall Foxconn area. Area I is located south of Braun Road, north of Highway KR, and west of Highway H to the Interstate.

Also to be laid will be 1- to 3-foot-thick gravel pads for where the Foxconn buildings, including four manufacturing plants, and parking lots are to be constructed.

The enormity of scale of the project is not easily conveyed, Jelen said. Those structural areas, the pads to be built, are equivalent to about 100 football fields.

However, Jelen said, “There will be a tremendous amount of green areas.”

“You could land an airplane on the size of this site,” he remarked.​

"Pristine environment" would be something of a stretch, since they are located in what used to be part of what was known as "The Vital Triangle" and is now called "The Rust Belt." They should have no problem with water, because the new plant will be only about ten miles from the greatest supply of fresh water in the world.
 
Foxconn Technology Group’s plans for a massive LCD manufacturing campus in Mount Pleasant are nothing if not complex. The company has set ambitious timelines to build a manufacturing campus that is the first of its kind in the United States....

Given the size, speed and complexity of the project, it may not be all that surprising Foxconn is turning to veterans of the United States military to get its operations up and running.

“I think there is no better management school than the military,” said Louis Woo, special assistant to Foxconn chairman Terry Gou, in an exclusive interview with BizTimes Milwaukee....

The plan is to build up a core team and eventually work with the state to actively recruit veterans to the company. A portion of the $6.8 million lawmakers approved for talent attraction efforts is dedicated to recruiting veterans to come work in the state.​

The magnitude of Foxconn’s investment is best summarized in the numbers, which have not changed since the Wisconsin Economic Development’s (WEDC) contract was signed in early November. Foxconn’s $10 billion investment will create a 20-million-square-foot campus on 1,200 acres in Mount Pleasant. The four-year construction phase will create an estimated 10,000 jobs and 6,000 direct and indirect jobs.

We are already seeing the statewide benefits of Foxconn’s historic investment. Contractors in Dodge, Jackson, Marathon, Outagamie, Walworth and Wood counties are among those who received contracts for the first $100 million related to site preparation. The Wisconsin companies receiving these contracts are expected to directly or indirectly employ 800 workers from 60 of the state’s 72 counties.

Once fully operational, there will be 13,000 good-paying, family-supporting jobs created with an average salary of approximately $54,000, and an additional 20,000 to 25,000 indirect and induced jobs needed to support the operation. Consistent with its “Wisconsin First” commitment, Foxconn will spend about $1.4 billion in annual supply chain purchases from Wisconsin-based companies. A recent study indicated Foxconn will add $51 billion to Wisconsin’s gross domestic product over the next 15 years, an economic impact of $18 for every $1 spent by the state on incentives.

Wisconsin won Foxconn despite the fact other states offered more in incentives. WEDC’s contract provides Foxconn incentives of up to $2.85 billion — $1.5 billion for the creation of 13,000 jobs and $1.35 for its capital investment. The tax credits are earned on a “pay as you grow” basis and the company’s reporting information will be verified by an independent third party. The contract includes minimum annual job-creation levels that must be met before Foxconn receives any tax credits. It also includes clawback provisions, supported by the guaranties of both Hon Hai Precision and Foxconn Chairman Terry Gou, should the company not comply with the contract.​

I at last found the document that described it all: the Joint Fund-Raising Agreement between the DNC, the Hillary Victory Fund, and Hillary for America.

The agreement—signed by Amy Dacey, the former CEO of the DNC, and Robby Mook with a copy to Marc Elias—specified that in exchange for raising money and investing in the DNC, Hillary would control the party’s finances, strategy, and all the money raised. Her campaign had the right of refusal of who would be the party communications director, and it would make final decisions on all the other staff. The DNC also was required to consult with the campaign about all other staffing, budgeting, data, analytics, and mailings....

When the party chooses the nominee, the custom is that the candidate’s team starts to exercise more control over the party.... This victory fund agreement, however, had been signed in August 2015, just four months after Hillary announced her candidacy and nearly a year before she officially had the nomination....

If the fight had been fair, one campaign would not have control of the party before the voters had decided which one they wanted to lead.​

Of course she knew in advance. She was aware and knowledgeable of the issues, and was prepared for likely questions.

It's an obvious debate tactic to be more prepared than your opponent. Bernie Sanders was the biggest debate challenger she faced.

Governor Scott Walker announced today that the Wisconsin Economic Development Corporation (WEDC) is providing Milwaukee Tool Co. with $8 million in state tax credits to support the company’s plans to build a $32 million R&D facility in Brookfield – a project expected to create 350 new jobs.

“A little more than two years ago, Milwaukee Tool announced the expansion of their headquarters creating nearly 600 jobs in Brookfield, and now we are here today to announce yet another expansion that will create 350 more jobs,” said Governor Walker, who joined company officials in a ceremonial groundbreaking event at the company’s headquarters. “As a global manufacturer, Milwaukee Tool had other options for its latest expansion, but chose Wisconsin because of our dedicated workforce and strong business climate. Thank you to Milwaukee Tool for their continued commitment to creating jobs, contributing to our economy, and growing in our state.”

Milwaukee Tool’s newest expansion project will occupy a 3.5-acre site and will be part of the company’s expansion of their Global Headquarters Campus. This newest expansion will house the company’s advanced manufacturing, engineering, and global research and development center. The 114,500-square foot, multi-story building starts construction in Q3 and is expected to be completed by Q4 of 2019, bringing their global headquarter space from 390,000 square feet to an approximate 504,500 square feet.

The company plans to create 350 jobs at the facility over the next five years. The jobs will include a wide range of opportunities, but will predominantly focus on engineering roles with an average annual salary of $75,000....

In 2016, WEDC awarded Milwaukee Tool up to $18 million in performance-based state income tax credits for a 200,000-square-foot expansion of its corporate headquarters in Brookfield expected to create about 600 jobs. To ensure the latest expansion would occur in Wisconsin, WEDC amended its contract with Milwaukee Tool to provide an additional $8 million in tax credits.

As a result, the company has agreed to create 942 new jobs, retain its existing jobs, and make $67 million in capital investments through 2022. The actual amount of tax credits the company will receive is contingent upon the number of jobs created and retained, and the amount of capital investment made through 2022.

In addition to the creation of 350 jobs at Milwaukee Tool’s Brookfield headquarters, an economic modeling study estimates the project could indirectly generate 690 additional jobs in the region. Those 1,040 new jobs are expected to generate about $13 million in state income tax revenue over a five-year period.

The construction phase of the project could directly support an additional 160 jobs and 100 indirect jobs.​

Through the end of March, the company has earned nearly $3 million in credits for creating 251 new jobs, retaining 820 jobs and investing $36.6 million in capital improvements. Ultimately the company has to add 942 jobs and invest $67 million to earn all of the credits.

Milwaukee Tool has been growing rapidly in recent years, increasing revenue by nearly 22 percent last year as it emphasizes innovation in cordless power tools. The company first crossed $2 billion in revenue in 2015 and the last two years of growth would put it at least close to $3 billion in revenue.

The growth has led to continued expansion in Brookfield and at the company’s Empire Level operations in Mukwonago.

Wisconsin won out over Mississippi – which offered $17 million in incentives – for the latest expansion, a 114,500-square-foot office building that will be built on the north side of Lisbon Road. The rest of the company’s headquarters is located on the south side of the road.​
