Think I might have heard chippy as a roaring 20s word, maybe. Not sure.
 
A Chippy was a dancehall girl who sometimes worked as a prostitute. They were said to have loose morals and were cheap and easy.

Chippy hockey can get rough. More than it's share of hacks and slashes.
 
A carpenter, or a fish & chip shop. The context should tell you which. More commonly it's the fish &chip shop though.
 
Chipper, on the other hand, is either an upbeat mood or a machine for mincing wood.
