In order to better spread holidays out through the year and make them more modern and streamlined, the following proposal must be implemented:

February 1: President's Day

Third Monday in March: Civil Rights and Multicultural Day

Second Friday in April: Good Friday (only for those businesses that give it as holiday)

Second Monday in May: Veteran's Day

First Monday in June: Memorial Day

First Monday in July: Fourth of July

First Monday in August: New Year's Day

First Monday in September: Labor Day

Last Saturday in October: Halloween (not a legal holiday)

Last Monday in October: Thanksgiving

Third Monday in December: Christmas
 
Better idea, let's all go Wiccan/Neopagan: The Wheel of the Year has eight sabbats evenly spaced around the solar year -- two solstices, two equinoxes, and the four cross-quarter days between them.
 

According to researchers, that's most likely the time of the Nativity. The Bible doesn't say, but the evidence apparently points to Spring. If that's actually when the historical Jesus was born is anyone's guess, but it's the indication of the Biblical account.
