well, when they tried this back in the day it was easy because best simply meant white anglo-saxon protestants who weren't poor. something tells me mike wouldn't have too many problems with that definition, so... yeah, have fun banging your head against the wall.

Look up Eugenics. US was actually a leading proponent of it in the 20s and 30s. Kind of died after WW2 after the Nazis program came to light.
