I use IrfanView. It's Free. There is an image resize tool as well as the cropping tools.

The only problem with Irfanview is that it is Windows only. It's not much help for pictures on a phone or tablet.

Irfanview is undoubtedly the best image management program available, but almost every image editing program/app has a resize function.

A tip: Don't try to go from 3200x2600 to 800x600 in one operation. Resize to no more than 50% in one step; better to go for 75% or less for each step.
