How do I or at what point can I start one ???

When you start a new thread, there's an option to add a poll and you decide how many poll options. Then once you've posted the thread, you can fill out the poll options and also the voting options. You can make people's choices public or private. Depending on the topic, people are more likely to vote for private polls.

I don't see it I start a thread and it's asking me for a title than the body... Nothing like the poll info you mention
