As for the founding fathers; their vision has withstood the test of time. One of the core components of that vision has always been that CONGRESS passes the legislation. IF CONGRESS chooses to delegate that authority, in whole or part, that is the will of CONGRESS and within the scope of the vision of the founders.
It is. The issue, in reality, comes down to the fact that Trump is NOT ideological. There are many 'never-Trumpers' in the republican party that would like to thwart a wall. Which is exactly why there were so many poison pills in that legislation. The sad fact is that to many in congress "winning" is more important than the good of the nation.
