Detroit is a third-world country within the the United States. Not even the most war-torn, and impoverished African country e.g. Somalia, The Democratic Republic of Congo, could possibly look at bad as Detroit. Right now, it is more dangerous in Detroit than it is in Baghdad, and anywhere in Afghanistan and Mexico all combined.
The city is ran entirely by corrupt labor unions, corrupt politicians, mafia, black street gangs, corrupt state government, crime, death, and total chaos.
It is THE most dangerous city in the world. It can only get infinitely worse. Downtown Detroit looks like any post-apocalyptic scene from the Terminator films. Take a look!

I was born in, and raised in metropolitan Detroit. I moved to Arizona in 2002 when I was Fourteen years old after my mother remarried. In the 14 years I lived there, I was never mugged, burglarized, carjacked, robbed, or anything like that. But A LOT has changed in the past Seven years I've heard. And not for the better.
Although my father was almost mugged by a pack of gang members while he was withdrawing money from an ATM. But out of nowhere, a police car pulled up, scared the thugs away, and probably saved his life. If the city of Detroit was permanently placed under martial law, and the military replaced the duties of city law enforcement, it would be a bit safer for everyone. I bet even the GI's and military police would get mugged at gunpoint.
Chicago and a few other crime-ridden cities should be placed under martial law. It would probably be even more dangerous to U.S. servicemen there, than it is in Iraq and Afghanistan.
