Nixon - Huge defecit
Ford- Huge deficit from nixon
Carter - Deficit from nixon and shitty economy from years of failed republican policy
Reagan - Largest deficit to at that point in American history
Bush - Still got that pesky deficit
Clinton - Surplus of money and soaring economy for most of his terms even after the tax increases
Bush - Continued clinton econmy but gives away the surplus and increases spending while reducing taxes making a larger deficit than under Reagan.

He's referring to the Mayflower Compact, which was the first document in the New World to establish self-government (since the Mayflower landed farther north than they were expecting, in an area not controlled by the English Crown). In this respect the Pilgrims gave America its first Constitution. It's a simplistic way of saying it, but it's essentially correct.
